The incident took place around 2 p.m. on Saturday, March 9, when the New York State Police troopers and members of the Village of Fishkill Police Department responded to Route 9 for a report of a hit-and-run crash involving a pedestrian with vehicles chasing one another, said Trooper AJ Hicks, spokesman for the state police.

Officers were able to locate the vehicles on Carol Lane in the town of Fishkill.

An investigation revealed that John Paul Weber, 29 of Poughkeepsie, along with Tammy Ferris, 34, of Poughkeepsie, along with two children passengers, met with Mario Samayoa, 27, of East Fishkill, to allegedly purchase marijuana and sell Suboxone, said Hicks.

Before completing the exchange, Weber sped off in his car with Samayoa hanging on to the vehicle in order to steal the drugs, state police said.

After letting go, Samayoa returned to his vehicle, being driven by Sheriann Glantz, 24, of Pleasant Valley and began to chase Weber's vehicle, Hicks added.

Further investigation determined Samayoa possessed approximately 3.5 grams of Suboxone sublingual films and 1.5 grams of heroin, state police said.

Weber possessed two boxes of Suboxone. Ferris attempted to conceal the stolen marijuana in an attempt to hinder the investigation, Hicks said.

Approximately 100 grams of marijuana was recovered from the scene.

  • Glantz was given a traffic ticket for reckless driving.
  • Weber was charged with robbery criminal sale of a controlled substance, leaving the scene of a crash, two counts of endangering the welfare of a child, criminal possession of marijuana, and reckless driving.
  • Ferris was arrested for tampering with physical evidence, two counts of endangering the welfare of a child, and criminal possession of marijuana.
  • Samayoa was charged with criminal sale of marijuana, and two counts of criminal possession of a controlled substance.

Weber, Ferris, and Samayoa were arraigned before the town of East Fishkill Court. Weber was remanded to the Dutchess County Jail in lieu of $7,500 cash bail or $15,000 secure bond. Samayoa was remanded in lieu of $2,500 cash bail or $5,000 secure bond. Ferris was released under the supervision of the Dutchess County Probation Department.
